The T/A hood / lack of Shakers story has been proven here many times as a myth. IIRC, the two situations do not overlap time wise.

Just to elaborate a little further so that no one gets confused. Yes, some non TA challengers received that fiberglass hood. No, it doesn't have anything to do with a lack of shaker hoods.

I know of the existence of four 1970 non-T/A Challengers built with the N94 fiberglas hood. FWIW The three listed below that still exist also have the "J81" rear spoiler. JS23R0B - black R/T 4-spd "RIP" JS23R0B - red R/T automatic JH23H0B - blue automatic JS23N0B - green R/T automatic (pic below) I've heard a rumor/seen a pic of a blue 440 SIX PACK car in Texas, but no proof of factory installed hood. I'd "assume" the 440 Six Pack cars would use the T/A air cleaner.
