I believe winch ratings are based on how much weight they can drag. Since your car (hopefully) rolls on wheels, the winch will never "see" 3300 lbs.

Everyone I've seen the rating is a vertical lift... I've pulled a 4000# jeep on my open trailer with my 1500# rated cheapo winch

I bought an 8000# one from Tractor Supply. I have pulled everything from ford diesel pickups to station wagons with flat tires. Works great.
Tractor supply has a coupon they sent out for this week giving you 10,15 or 25% off...

Just buy a pulley so you can double the pulling power... if you have enough cable it works great... if not enough cable just have another length coiled up for stand by use... to me its a waste of money to buy the big dollar winch when you MIGHT use it once a year and the pulley works if needed
