brake shoe liner question. #860370

this is on a 39 dodge truck but shouldn't matter as it more a general brake question.

Im relining the brake shoes and the shoes are the same size and fixed pivot point at bottom.

I got a NOS shoe liner set off the internet. Like the brakes I took of the back shoe liner is shorter.

The short liner can be mounted high or low on the shoe but not in the middle. Im pretty sure because only the top moves that I should mount the liner high but Im not for sure what is right.

Anybody any experience?

Typically, the front shoe lining is shorter, but my '57 Plym is the oldest vehicle I own, so I sure don't know much about a '39.
