Sand it and paint it.
Have you painted one before? What type of paint did you use? Its not scratched bad its just dull from someone cleaning it with something abrasive .Andy

I think I will try polishing 1st . I did experiment with Blue Magic headlight lens polish . And like you said it takes time but its working .I wonder how many beers its going to take to finish it . Andy
LOL Andy ... ah yes, the beer to time ratio. Always an important factor and one that hasn't been documented accurately in the car hobby. Kind of a do - it- yourself shop rate. LOL
Make sure you post some pictures of the finished product (and let us know the quantity of refreshments consumed).
By the way, here is what your hand will look and feel like after you finish polishing the wheel. LOL
On a serious note, it would likely be easier to polish the wheel if it was still attached to the steering column. That way you can get more leverage because it will be solidly mounted and won't be so hard to hold still.

My pleasure Andy ! Yes Molson cAnAdIaN is the absolute best beer to partake of when working on steering wheels. Just remember ... DO NOT buff the wheel with the beer or drink the polish ... Carry on

Hundreds of seconds and thousands of pennies went into the design and construction of this high tech unit. I think after 18 years I got my moneys worth out of it.
Excellent, Thanks for the pic. That is very similar to what I was envisioning with my fixture.
