Is there an obvious difference between a 69 A body and B body simulated wood steering wheel, or will they even interchange.

Same thing. In 1970 they were also the same except for three holes so they could be installed on E-Bodies.

The three holes were for the special plastic adapter that was required to install it on the 1970 B-body cars. In 1970, they introduced the ignition and lock steering into the column. The overall wheel size and shape is identical for the 68-70 woodgrain wheels with the exception of those three holes and some of the later versions of the 70 wheels had a different part number and was a little lighter woodgrain color.

Yes they had 3 holes on the spokes of the 70' wheels but that was for the Black plastic spacer, that style wood grain wheel was never available on the E-bodies and the 1970/71 E-body wood grain wheel was never available on the A or B bodies.
