is an rb 440 block the same as a 426 hemi block? whats the difference

Same basic dimensions (deck hieght, etc). but the Hemi has a different head bolt pattern and cross bolted mains.

Plus drain back holes at all 4 corners.

...and the motor mount brackets on the Hemi are lower on the block & different.

Yes you can build a Hemi starting with a 440 block, but you'll spend more than the cost of a real Hemi block in custom machine work and parts to make it work (no joking here!), and when you are all done you'll have a block that is not as strong as a Hemi, and that will ALWAYS be a 440 block.
