Can a manual steering column on a plymouth B body be modified for a power steering application?

Yes, you just have to cut it to the appropriate lenght and drill a hole for the shoe pin.

Manual columns are premium price, compared to Power.
You may be better off selling yours and buying the correct one, you could pocket some $$$$$, and have the right part.
