Turns out it is the front computer that mounts on the fuse box. There is 12 volts going in and out of #30 and it should be no more than .5 coming out. Electrical has never been my thing and all the scan tools in the world wouldn't pick it up. Even Chrysler's DRB III would only throw the P0700.What a PIA but thanks for all the help.

that's the bcm, the harness out of that going towards the dash was also a problem child...
