I think the middle one was holding the 2 tags on and painted the end ones where added later and not. That's the way mine is. Bob

I have a 70 charger with one tag and the front one is painted. The tag was bent up for painting so paint could get under the tag. After painting the tag was flattened and screwed down with an unpainted screw. Most cars car done this way. Superbirds and A12 may be the exceptions to the rule. I think they were hung inside the car for paint.
Not just Superbirds and A12's but lots of '69 Lynch Road Assembly plant cars are un-bent and various amounts of paint from none to a little to a lot. The method of attaching the build/broadcast/fender tag to the "Body-in-White" varied but most assembly plants seemed to have attached them to the inner fender with one screw, etc., except for Lynch Road Assembly in '69 and maybe some other years ('68, '70, just saw a '72 LR tag without a bent corner and paint misted).
Sorry for the side step. Now back to non-Lynch Road tags and with what was stated above, one painted screw, tag(s) painted, bent corner.......
