OK. The reason I asked is that the AFB style carbs tend to act like that. Our Max Wedge Savoy does the same thing on the street during aggressive braking and even on the shorter shutdown areas at the mom & pop racetracks.
As mentioned above, try the jet extensions and maybe a vent tube baffle on the Holley.

my guess was going to be float level too high, flooding the engine. How does it act on restart? Does it light off instantly, or do you have to crank it a little to catch?

most likely to low (front bowl) and its uncovering the jets. whoever said put jet extentions on the front bowl of any holley is .
