While in high school a buddy had a few sets of wheels stolen from his car. Frustrated, he had four different locking lugs installed. They took his wheels yet again, and lined the lug nuts up neatly on the curb... apparently they are easy to remove. Good luck!

I have had a few stubborn ones, but using a larger has done it in the past. I use like a 10" extension on the socket (to keep the hammer away from the wheel) then use a small sledge to it on, instead of just a normal hammer. Not only does the added weight help to pound the socket down and on, it also helps shock (as mentioned) the lock itself to help loosen it some..

If you have a Discount Tire store in your area, they have a master set to remove any brand of lock.

i just welded on a nut , kept the rim wet , then spun off with an impact wrench
theres nothing as permanent as a temporary fix
