I have heard the best kind is with phosphoric acid to prevent rust from coming back, but what kind do you use. Is this applied with a brush, spray on? etc. thanks eight

There are "rust removers", "rust inhibitors" and "paint".
The removers are the one's that leave the phosphorous coatings. Great for rusty parts that you will paint afterwards. My best success has been soaking parts and brushing occasionally till all the rust is gone. The problem with spraying or brushing it on is that it will usually evaporate before the job is done on anything but very light surface rust.
The inhibitors are products that "convert" the rust into a rock-hard substance. This stuff is good where you know the rust exists but you can't easily access it to remove it (like inside panels or frame rails) or where the final appearance doesn't matter (under carpet). The stuff can be painted afterwards but its not usually necesssary.
Everything else is pretty much an "encapsulator" paint, with additives that will inhibit the rust. These are your "Rust Bullet","Zero Rust", "POR15", "Chassis Saver", "Rustoleum", etc.
Whenever possible I prefer the removers ... get rid of it first then take steps to prevent its return.
