How hard is it to replace the seal that goes on the crosshaft attached to the pitman arm on a E body power steering gearbox? What is the seal part #?

This is going to sound like a hack fix, but an old wrench once told me to use 50 % dot 3 brake fluid in the power steering pump! It has worked in several of my old junkers. Its dirtbag, but it worked.

I've done that myself as well. The DOT 3 swells the seals and basically restores their original elasticity. It works wonders!
