Because it's a 97 360 with a stock serpentine setup on it. Why remove it? That would save you no money.
Basically follow the recipie for the MP 380hp/360ci crate motor. One of the mopar mags dynoed one after tuning and got over 400hp.

Sounds pretty good to me as well. Head work and a cam will get you closer all things being equal, and cheap. Make sure you don't neglect the valve springs when getting head work. Exhaust side will probably get you more bang for the buck than intake, if you had to choose where to spend the money, but at least bowl porting both sides should help things out. Marking the gaskets on the heads and not going over that size and doing some of the work yourself could help too, just think about the "flow" if you can't afford to have someone do it for you. my van weighs 4450 lbs with driver, makes 340 whp N/A, and runs a best of 13.70 @ 99.8 mph with only a 1.9 - 2.0 60' time (my converter needs to be swapped!). I run Eddy heads (box stock other that minor clean up of machined corners and machining the push rod holes out to clear the angle of the roller cam/pushrods in my old LA engine, which shouldn't be a problem in a magnum engine. My cam is the crane retrofit #4 cam, 112 lsa, 107 installed intake c'line, 230/238 @ .050, .528/.548 lift, an edelbrock RPM airgap intake and Holley 750 VS carb. Headers, etc. for everything else, so the potential is definitely there to make 400 hp without too much work. Oh, i have 10.2:1 compression also. It operates my power brakes fine on the street too Not sure what my vacuum @ idle is off the top of my head tho. Good luck!

At what RPM does it idle down to? How is the idle, smooth or choppy?
Wondering how that cam would work in a 408 stroker.

She idles pretty smooth, just a slight lope when warmed up, but kinda choppy when she's cold... gives you the "drag car" feel haha. She Idles about 850 in gear, 900-950 out, but she'll go down as low as 750 if I wanted to let her warm up longer, lol, I just have no choke and I like it a little smoother so upped it just a tad.

92 octane pump gas, even on the nitrous, I just add 8 degrees of timing retard for the nitrous shot (about 4 degrees more than recommended). I ran 10.07:1 compression with the iron heads on the same pump gas as well, though I did retard the overall timing a little more (32-33 total IIRC). She's runing about 17 initial with 35 total all in by 2800 rpm.

A couple issues that you will need to work through. If you plan on running a carb then you will have a issue of mounting the AC compressor. Without the AC compressor the belt will be to long.
There is no provision to use a mech fuel pump with the motor unless you swap out the timing chain cover and either use one of the Crate Motor cams that have the ecentric on the nose or get an adaptor.
The 904 will work with a couple fixes. The 5.9 and 360's have a different balance. You either need to get the correct weights for your torque converter or run a weighted flex plate and a neutral converter. As stated before use good parts in the tranny and you will not have any issues. Going to a manual valve body will save tons of heart ache trying to get the geometry of the kick down lever/cable set up.
While the mag heads are better then most of the LA heads they have a tendency to crack, hughes RAM heads are a good option with larger valves.
Oil pan will be your next issue, more then likely the engine was pulled from a truck, you will need a pan and oil pickup from a 360 car or go aftermarket.
Keeping the high output alternator will require a wire upgrade for older 35/60 amp vehicles.
