looking at a Comp cam part# 20-672-4 I'm curious about the recommended components mainly the springs part #995-16 will these be ok to use with a set of stock J heads and stock stamped steel rocker arms. I'm worried about them being to strong and breaking stuff

That's way too much cam for stock valvetrain! You need aftermarket rockers for that cam and good pushrods.
Those springs should be used with that cam because of the rpm potential...just don't use stock rockers!!
