FWIW, years ago i had a 440 block bored and honed with plates. Pulled it down and just had a de-glaze done to re-ring. They didn't use plates for this. Ran pretty much the same ET (sometimes slightly faster, sometimes slightly slower). Nothing that I can pin to the plates.
It's always best to use them for any honing operation as it's proper procedure.

Touching up the finish with a ball hone (Flex hone) is a completely satisfactory practice. Since it followed the same contour, it didn't change the shape of the cylinder and when the heads were torqued down it returned to it's original cylindrical shape.
