It's the same tool that Mancini sells and yes it works with the shafts intact. Just slide the rockers aside, pressurize the chamber to hold the valve closed, and pop the spring. Its' really VERY easy.

Same one I have and I got it from mancini. The only problem I have with it is the socket head bolts get in the way of the quick release pin on the exhaust side. Using a hex bolt solves this.
If your doing this on the car, you might find the exhaust a bit tricky. The valve points almost dead on to the inner fender. The fork is such that its a little tricky to get the locks in and it tends to pull the valve spring in toward the intake (you have to keep prying it back on center).

Wizard's Tools also have some additional choices.. http://wizardswarehouse.com/wwproducts.htmthe lever style would be fairly easy to make but may be tough to use in the car without lifting the engine some.
