What does this do, what is it actually aligning?

Its an Edelbrock #4025

Usually used on side draft carbs like on motor cylce or an MGB's SU style carb to Synch the carbs.

So this is essentially pointless to purchase for a dual quad setup then?

It's made to measure flow thru a carb but it wont fit over a 4 bbl works only with 1 and 2 bbl carbs. I suppose you could make a larger base adapter and use it on a 4 bbl.

Blues, that isn't the exactly the same device he shows in the above posted pic, the one Dan sells is a custom made version of the same thing (same device mounted on a plastic cup to fit a 4 barrel).

The original poster does not need one of those to tune a stock/factory Mopar dual 4 setup. Yes I have one in my tool box and use it for some applications, works great, but in the original posters case he does not NEED one, a vacuum gauge and/or a tach will do the job just fine.
