Are the inners/ outers seam welded together like a gas tank? If so is grinding the outer wheel house flange the best way to remove the outer?

Drilling out the spot welds is the best way.

They are spot welded on the flange with a sealer between the panels.. I've used an air chisel with a flat blade with good results..
