I bought a new one and with it plugged in i get a reading 02 sensor high voltage. And it runs my engine to lean and causes it to misfire. With it unplugged i can idle fine without misfire but you can tell the mixture is to rich. So i'm wondering if i got a faulty 02 or if i should look somewhere else under the hood.

Depends on the car.

I have that problem on my neon when the MAP sensor goes bad. The MAP sensor goes bad and messes up the A/F mixture which in turn confuses the ECM when the O2 sensor starts telling it it's not right.

The Jeeps used a completely different O2 sensor. Instead of 0-1V (Lean to rich), they produce 1-5V
(Rich to lean). Make sure you have the right O2 for the application. You can use a scan tool to check it's output with the car running and the O2 hot.

To check an O2 sensor you need a labscope. Scan tool is way to slow. could be MAF related as previous post, but keep in mind, O2 sensors do fail to lean, as you desribe. You need to look at more data and get the scope to look at O2.
