Last time i took my car out, i had a timing issue, to get it to run right i had to reset it to 22 degrees to make it run right. When i got home i checked my tdc mark and it's 14 degees out. Could the balancer be damaged, has anyone had this happen before and is it clear on inspection.

A stock balancer the outer ring can slip, so yes, the balance could be bad.

Is it likely to be noticeable.

Years ago my stock small block balancer did that. I didn’t notice till I went to shoot the timing and could not find the timing mark with the timing light. After scratching my head a bit wondering what the heck, I noticed an unpainted section on the front of my balancer that was in the shape of my counter weight…the counter weight had spun about 170 degrees. I guess all those nitrous blasts finally tor that stock balancer a new one.
