I have an almost NOS wood grain with a '69 serial # and 3 factory holes. I know it was not re-drilled.
The plastic color varied from batch to batch. So it's a reasonable rule of thumb to say the color is lighter in '70. But there are a number of exceptions.
The part number was the same from year to year but the orientation of the numbers stamped on the spokes varied though. Here is an example of a 1970 wheel. I'll post more pictures of other stampings.
No, The part # was not the same for all years. Here is a pic of a true 1970 spoke with the #2996701 part #.
You are correct about the variation in colors from batch to batch. There was no one color or value of color that was specific for any one year.
I disagree. 68-69 wheels have a dark woodgrain color and 1970 wheels have a lighter woodgrain. Here are the 3 variations of wheels: #2925134 w/no holes 1968 to mid 69 (dark woodgrain) #2925134 w/holes late 1969 (dark woodgrain) #2996701 w/holes all 1970 (lighter woodgrain)
As a sidenote, I have yet to see a repro or restored wheel that has the correct look AND texture that you can see and FEEL.

I think when you're referring to the 2925134's with holes being late 1969, I tend to think they were actually for early 1970 cars since the holes were for the special plastic adapter that was to fill in the gap on the larger diameter steering column due to the ignition and locking introduced in 1970 and later models.
I would disagree with that statement. I am aware that the holes were for the column adapter. I have never seen a #134 wheel with the darker woodgrain on an early 70 model car. I have never seen a #134 wheel with the lighter woodgrain. If you were to pull the horn assembly off a late 69 car I'll bet you see the spoke holes under it.
