Sounds like the control module for the NOx system; it should have a temp sensor extending into the plenum. Likely the system has already been defeated, appears originally it controlled a solenoid valve that blocked vacuum advance under certain conditions. Shouldn’t prevent engine from running.

And the factory had plugs for the firewall that covered the holes if those two boxes were'nt used...There's also a gasket/seal between the plug and the firewall...

Seat belt interlock bypass?

it should be but... on a 73 ? that is 74 ( unless a VERY LATE 73 )

Thats to reset the interlock function in case of fail. On interlocked cars, you need to fasten your seatbelt before start the engine. If you don't do it, Starter motor won't crank

more info ( and a video ):

PN... I have TWO PN according with Car built date:
Up aprox to 9-24-73...3746723
after aprox 9-24-73...3746901

now, dunno if is just a change on number OR change on function

That button won't decide if you can start or not the engine, Thats just an Interlock control box decision. Reset button is in case of interlock control unit fail. And in case of fail on that button, you still can crank the engine jumping the starter relay LOL
