It's a pretty good looking big block B body with factory air. Personally, I dig that color. Sure, it's not perfect. But looks like it would be great with less work and money than most I see advertised. At least at first blush.
How far off is he on the ask?

Looks like they might be Flowmaster super 40's. They come black.

I think thats a great car and great color. Whats 40k these days a used truck? My 383 dart was near that color.. might of been the same but a friend had the same color 70 GTX with same interior and another had a challenger in that color. That color didnt seem to be super common at least in my circle. But even way back then that color combo was stunning.
