I have a 71 Charger SE with power disc front brakes and the pedal stays down when applied.

I have to use my foot to "Lift up" on the pedal to release brakes, and more notably, it seems the rear wheels stick more than the front.

There is no air leaks or noises from the power booster and she stops firmly.

I bought this car last year and it was sitting in a garage for mostly over the past few years.

I'm thinking rear brake cylinders...

Anyone Experience these symptoms before?

Many thanks!

I had that problem once years ago with a 71 Duster, pedal sagged and wouldn't return on its own. Turned out to be a bad master cylinder.

I would bet your linkage and bushings need cleaning, regreasing, and/or replacement of the bushings.... the grease gets hard.. did on mine..

split the booster/M/C & pull the M/C forward a bit & hit the pedal again. this will tell you which one is acting up(& might check the pushrod clearance while you are in there)

In my experience a sticking brake pedal is usually caused by rust in the master cylinder.

and when the pedal doesn't return fluid can't get back in to the master resevoir because the compinsator ports stay closed.

my brake booster does have a spring what does help on get the diaphragm to rest position inside. I guess would return the pedal back too. WHAT ABOUT THAT ?

The rod what push the master cilinders pistons is not FIXED or bolted or whatever to the pistons so even with stuck master cilinder, the rod should get out to rest position I think, by this spring

PLUS Booster rods, front and rear, ( and rest of linkage ) are able to get stuck if they are dirty or rusty... some grease to seals/rods will help.
