I think they just call them frost free hose bibs. They're basically just like any other hose bib except they come in a variety of lengths and the stem between the handle and valve is equally long. The idea is to move the shut off point from outside the wall to inside the wall where it should be warmer. They need to be installed sloping down so that they drain when shut off. Had a couple on my house when I bought it. Couple years ago the copper line to one of them froze and burst in the basement. Handily right over a drain but sucked none the less. Ripped them out, replaced with standard bibs, installed a shut off valve with vent a couple feet from the wall.
