I have a cast iron stock intake manifold part # 2951666 for a 383 ( single 4 barrel ) which I believe to be a 1970 0r 1971 intake..can this be used on a 1969 383 block...is it interchangeable with this year ?

Mopar switch to Holley carbs on the 1070/1971 Magnum 383 morors cwhich uses a different choke set up. Your AVS arb will bolt on the later intake fine but without any way to make the stock AVS choke work choke work shruggy
