I would start by following the signal wires from the bulbs look for a bare spot that's touching metal and shorting. My guess would be up front where there are some turns in the wire through metal around rad support area.
Facts are stubborn things.

seperate the TS pull apart harness & ohm the different harness wires to ground as you shake/move the column/st wheel & see if any of this gives you a dead short. Do it with the TS stalk up and down. Always a good idea to pull a batt cable off before you switch the meter to ohms.

the single filament backup bulb (one of em I am assuming) was grounded internally? Not sure how that affected the TS fuse but if it is all good then it is all good.
