So after a little detective work this is what I came up with.
Notch up for intake shaft and exhaust shaft.
you want oiling holes to face the spark plugs

Welp, I have no idea where mine are at when I assembled the motor. I didn't know it mattered!

Is this called out in the manual anywhere?

Fwiw, there is no mention of this notch in the factory service manual.

I've LOOKED high and low.
Nothing on orientation.
The picture is from a 5.7 pre 06.
I also have factory replacement rockers shaft and it was assembled the same way.
Factory service manual shows how to install them when replacing them as a unit.
I have a picture of them but the file is too big on my phone. Need to resize them and I'll post it.

I always left the bolts in mine when removed, so I never paid attention to this. But the set I have off 1 I have apart now, all notches up.

I'd say about 95% of the OEM engines I've pulled apart in the last 3 years the notches were up, there a have been a few early 5.7s that there was no rhyme or reason to up or down. the notch should be up.

Notches up but also oil holes pointed to the inside.
If you mix up the shafts you could end up with an intake shaft on an exhaust side with the oil holes pointed outwards.

So i was assembling a 5.7 today and I came back to this topic.
Easiest solution is this.
Notch up and pointed to your right
Intake rocker arm, NOT pushrod side, pointed to you.
This is for all shafts and rockers.
