I've never seen the cross bar as an aftermarket item but that doesn't mean they're not out there somewhere... I know I have a few used ones... The parking brake lever I have seen at different times in the "Help section" items... They make left and right hand arms... I've always left complete 11" brake assemblies together (Drums and complete backing plates) just to make it easier for the next guy to know what he needs to order. I have a couple of sets laying around...If you can get pics and dimensions from the axle flange to the flange where the brake shoes set I may be able to help...

Pretty easy to tell by measuring the height of the pin the the top of the shoes rest against. Allowing for the thickness of the brake shoe, that dimension if half of the width of the shoe. Pretty easy to tell a 3", 2"1/2 and 2" apart. Measure from the flat the shoe rests against (where you are supposed to put a dab of grease).

All the 80's cop car Diplomats are 11x2.5.
Might be easier to find one of those in a yard. Get the levers you need and the rest new. Rockauto has everything but the levers/struts
