You'd be better off boiling the pulley and pushing it on by hand.
You beat on it with a hammer and you'll end up with a messed up pump eventually.

There is no 'press on ' power steering pump that I'm aware of. it either has a threaded hole in the shaft for a pulley installer That installer presses the pulley on the shaft. Said installer is essentially a nut and bolt and back when I worked parts it usually came with a reman P/S pump. Yes, the install tool "presses" the pulley on, but using a press can damage the pump from putting pressure on the backside of it.
