Are you seeing any codes for the rear (aftercat) o2 sensor?
If you are, change it first, clear the codes and see what happens. A990 its funny you say that as I had a strange problem on about a 98 Durango where I ended up working with the Chrysler tech adviser because the truck kept setting a code for Gov Press Sensor and Gov Press Sensor Volts to high and to make a long story short I replaced the gov sensor and solenoid and checked everything. But about a week or two later his check eng lite would come on and set the same codes. I finally got a tech adviser on the phone who told me to replace the downstream 02 sensor and it fixed it. He actually told me why it sets the code and how it causes it to set because I told him I have to know. But its to much to write about it but I am guessing you ran into the same sort of problem before ? Ron

nope, that is very interesting about the 02 sensor, cheaper than a rebuild. i'll order the parts and cross my fingers.

is the canada converter better? i understand that the t/c is the source of the many problems, as it sends debris through the tranny I meant Catalytic convertor. There's 3 exhaust configurations. Good luck on the fix.

I had this happen like 10 years ago. It seems to be a really obscure problem. The way I understand it, the downstream also reports a warmed up cat, but if it doesn't, and the coolant sensor says warm, then the computer on my 99 Dakota would hold the trans in first gear. I did like you- replaced the sensor and solenoid, but still no upshift. I then changed the downstream and everything was fine.
We had another member here with a Ram that did the same thing. Your Durango is the first I've heard that shifted normal.
By chance was it Canada spec? They have a convertor/sensor setup nothing like the 48 state/Cali units. (My Dakota is canada spec) Actually this Durango cust said it shifted fine but the check eng lite would come on with the Gov codes. The Chrysler tech adviser told me the PCM looks at the downstream 02 and then looks at the trans gov press sensor next. He told me the sensor had a heater problem and it could spike voltage from a defective heater in the 02 into the Gov press sensor reading as this one kept setting the code for Gov Press Sensor volts High. And the 02 heater of course was fed 12 volts to it. But that's the way the tech adviser told me it set that code. I told him I don't know if I could have figured that one out without his help. I don't remember it being a Canada vehicle either. Ron

I agree with swapping in a new O2 sensor before doing further troubleshooting. All brands have had issues with errant codes, due to the way sampling and key-on tests are performed on OBD2 cars.
As a for instance, a couple years of Ford F150's had a "glitch" in their testing sequence - if the computer was at a certain spot testing the air bag system - testing the front sensor and speed sensor - and you slammed the passenger door, it would see speed and both sensors tripped and blow the air bags.
Free advice and worth every penny... Factory trained Slinky rewinder.........
