How much broke off? are we talking about the bottom 5 or 6 inches, or did the pull handle come off of the stick?
if there's a long section that broke off, you could pull the dip stick tube out of the block, leaving just the stick itself sticking out of the hole in the block, but if it's just the bottom couple of inches, then I'm afraid you'd have no choice but to drop the pan, at least enough to get a magnet in there to try and fish it out.

If it's still in the block, a slide hammer and something to hook the bottom of the tube like a bolt with the head cut down to fit in the tube. Just don't lose the bolt....

Find a wood screw that will bite into the tube and pull it out.
