perhaps the shifter or the arm is misaligned on the transmission?
if the arm is wallowed out, perhaps it is moving into 2nd instead of drive and it seems like 3rd?

Either a stuck 2/3 shift valve or a governor problem.

Governor pressure can be checked with a gauge hooked to the governor test port in the tailhousing, shouldn't be over 2 psi with the shifter in Drive and the rear wheels immobile.

It might have a manual valve body in it.

I'd remove the valve body and inspect it.
While it is out you can air pressure check the clutch packs and servos.

I rebuilt a trans for a kid, and it had two plates installed in the valve body. I think stock and an aftermarket shift kit plate. That trans was all messed up inside too.
