I got this 8.75 3.91 gear set that I need to identify. It's a straight pinion that appears to be 1 3/8 diameter but has a collar that measures 1 3/4, can you help?

Looks like a 741 pinion and bearing with a collar from a 742.

That is a 29 spline 741 gear set.

Is the collar part of the set?

Yes. A 741 casting uses a spacer between the pinion bearings.
