I'm currently converting my '72 Charger SE from bench to buckets seats with console and floorshifter. I obtained a console recently however it is really dirty and covered in glue. I tried scrubbing it with hot water and liquid soap yet the dirt and glue remains. Is there a cleaning product that will remove the dirt and glue without damaging the plastic? My other concern is I want to dye/paint the console to match my interior and I don't want the cleaning product to interfere with the bonding properties of the paint/dye.

Dirt: Scrubbing Bubble is good, but test 1st. Keep away from painted accents.

Glue: I've used the Goo Gone Extreme and fingernail with mixed, excellent and discolor, success. Test an inconspicious 1st. Work fast. Go for multiple treatments than letting it saturate. Keep a wet cloth ready.

Maybe judiciously applied heat?

DO NOT, I repeat DO NOT use lacquer thinner. It will melt your plastic in a New York minute. The absolute strongest solvent to use would be de-natured alcohol but this can also affect the plastic somewhat. Mineral spirits (plain old paint thinner) would be better for the glue or Goo Gone. Use a fingernail brush to work it into the grain. When you get the glue to go away I would then use Simple Green (staight or 50/50) to finish cleaning or degreasing the plastic. Again, use the fingernail brush and take your time. When you get done the finish is going to be a bit dull. I use a product called NuVinyl to bring the shine back. It actually bonds with the plastic. After that for touch ups I use a detailer or similar solution. This process also works well on door and kick panels which are made of the same material. NuVinyl is sold at Ace Hardware and some auto parts stores or do a web search.
