I am fitting a Dana into my Dart and making new front spring hangers with the holes a little higher and further back to lower the rear of the car.
What angle should i weld the perches, bearing in mind, the axle is out of the car.
My old axle the perches were 5 degrees down.

I'd wait and get them set with proper pinion angle.

No telling where it will end up. You could set it to a factory angle, but, that may totally wrong for the new set up.

I'm thinking off tack welding the perches on at 5 degrees nose down, then drop the axle in place to get the car on it's wheels and taking the measurement from there, whilst checking the trans at the same time.

If you can set the rearend in the car like it would
be(where you want it), use stands and wedges to get
about 6* down from the tailshaft on the trans to the
pinion. Put a couple of good tac welds on. Once you
get the pinion angle you can hook up the springs.
The front really wont change the height of the car,
the rear of the spring does that

wouldnt the pinion* depend on the spring rate and TQ output of the engine at the pinion?i imagine it is complicated to figure mostly due to the front spring segment rate.i have never herd it mentioned. could you put a hyd jack with a psi gauge on the pinion and apply pressure to determine the angle #rate?

Sure torque plays into itbut you have to start somewhere
and the way I use to check the pinion rap up was
using clay on the floor pan

I used a clean floor pan and then smeared clay on it
with my thumb to get a coated area (you can tell if it
will hold) then stacked up the clay on that area. Also
when doing this you need to take in to account the
body drop so I used tie raps on the shock
