Just pulled this out of a customers truck and replaced it with a promatic. Never seen one like this and Google turns up nothing. Most likely round file material.

I remember that ..it had a key cylinder in the top of the shift handle to lock the shifter,sort of a anti theft device.

I for sure would not throw it away. Neat looking shifter, until it locks and you don't have the key.

Did the key lock it so you couldn't shift into gear or did it work as a lock out that only allowed you to go to Drive so you couldn't manually shift it up or down through 1,2,D?

I second that. In fact if it is a racheting style and the top button also acts as a reverse lock out (basically if it works like a slap stik) I would even send you a few bucks for it. That handle is pretty cool for retro, and it would look right at home in an ebody console.
