I just got a set of 8210 from Duane for my Indys, so I guess they are also for a pair of -1's. They obviously don't have the pedestal blocks on mine.

What makes you think they are 1.5's?

The blocks don't automatically make them for a B-1. They will work on anything if the spacing is right, offset is right. Not unusual to machine pedestals off any alum head.
The 8210 part number I am sure is just reference to the rocker body part number........not mounting

Possibly packaged and stamped wrong? I agree 1.5 rocker for a b1 does not seem logical.

Looking at the t&d site, there is a different part number for the -1 and B1 heads, however the offsets for both are shown as the same. It could be that the only difference between them, as sold by t&d is that the B1 rocker set comes with the stands. And, t&d does show a part number for a "1.52" ratio set for B1 heads.
I'd say a call to t&d would clear things up.

Did you ask if the b1 and -1 used the same rocker bodies?
