Where do I get one of the solid state voltage limiters? Ive been looking every where but the right place I guess. Needing it for a 64 Polara. Thanks

RT-eng is where you want to get it from. He sells on his website and on ebay:

You need the IVR3 model according to the second link I posted.
Under "Buy IVR3" just below the "View Cart" tab you can click on "Which Cars Use The IVR3". Your Polara is listed.

I've built a few of these and installed them. Very simple and easy to do, and dirt cheap. I bought parts to build two last time for around $10-15.
