I'm sure someone is going to know this;)
I have a 71 Cuda with a rallye hood and the adjuster plates take a 3/8" body bolt with captive washer and 9/16" head.
I have a 2nd hood that has adjuster plates that are only 5/16"... coincidentally the 2nd hood also isnt drilled for the Plymouth logo at drivers front edge either.
Does anyone know what year/time frame the 5/16" hood bolts were used?

the 5/16" bolts were used on the '70 hoods without the "crush zones" (& no "PLYMOUTH" emblem) - IIRC the "crush zones" rallye hoods started to appear around mid-April of '70
