Rrunner is correct; I had 2, and a couple non-Decor cars. Decor Package came out for coupes around mid-year when the hardtop RR was introduced, IIRC. Package included Satellite interior trim, rear armrests, chrome armrest bases, carpet for AT cars, B-pillar stainless molding, and I think rocker panel moldings. Interior color availability was expanded. The Rr decal on the trim panel is the only such application for that decal. 4-speed cars are generally acknowledged as having black carpet standard; all of my 4-speeds '68-'69 did. My A/T '68 RR Decor car had burgundy carpet to match the interior. Mine were/are all original unmolested cars.
As far as I know it was a option for coupes from the get go. Rocker panels were another option, not part of decor. Carpet in 4 speed cars was known, and stated as so in sales booklets, to be black but have heard that some weren't All the unmolested 4 spd RR I've seen, including the one I own now were black.

Blue carpet
I was talking about 68, but 69 bench seat cars were said to also be black carpet. 68's were only avalible with bench seat.

My '69 Decor RR (hardtop) 4-speed car, triple green, had black carpet. Purchased from original owner, totally original and untouched, back in the mid-'80s. My base-trim '68 4speed RR has black carpet, my '68 base-trim A/T RR had rubber mats. Both my '68 Decor coupes had rocker moldings so I assumed (and we know what that means!) that they were part of the package. I have a '68 salesman's option book here somewhere, but not handy, but someone should be able to check & confirm rocker moldings. A while back we beat the black 4-speed carpet thing to death, and some of the guys swear their '69 4-speed RRs did get colored carpet. I'd expect that on Sport Satellites & GTXs, though I can't confirm it.

Rocker molding not part of the Decor Package. It included upgraded interior (half horn ring, chrome arm rest bases, ash tray in rear arm rests, pillar trim, and trim panel on trunk. The upgraded interior expanded the color selection from three to about seven I believe.
