Should it be used on brake line fittings?

Nope...I never have. Brake lines don't seal on the fitting, they seal on the taper of the hard line to the seat onto the wheel cylinder, master cylinder, etc.

Shouldn't need a tape or sealer on brake line flare fittings. If they leak there is something wrong with the flare.

unlike NPT (pipe threads), inverted flare fittings seal where the concave surface of the flared brake line meets it's mirror image inside the female fitting, not on the threads. I do lube the threads on occaision for ease of tightening & applying a consistent amt of torque EDIT if you have a leak I'd suggest not cranking on the fitting but cut off the end &(carefully) reflare it.

No never but if you have a leaker try putting some antiseize on the treads. JohnRR gave me that tip and it cured my leaker right away.
