Who sell/manufacture shorter than stock length shocks?
I have -71 Sebring Plus with leaf spring relocation kit and lowered ride height as well. Original length shocks are too long for this set up.

Along with Strange, QA1 and Viking will also supply/suggest shocks to suite your needs in different lengths (in fact, I've spoken with all three above about this matter). They'll ask for dimensions...with the car at rest as lowered... from mounting point-to-mounting point. Koni will also do this (I have Konis and they re-valved/stiffened them up for me many years ago).

In case you didn't know, Viking is a newer company which recently started from the QA1 people... located in the same town of ~Mnnpls, MN... Viking ONLY makes dbl-adjustable shocks and thus their prices are lower than those from QA1.

I picked up some vikings a few months back, they can make what you need and it does not take long. I had mine in my hands in 2 weeks to Canada.
I was going to order them direct from Viking but it end up cheaper to get them through PST with a discount through the forabodiesonly web site.
I still talked directly to Viking about what I wanted and when we had that figured out called PST to place the order, which Viking was expecting.

Almost any performance shock provider will have a variety of lengths available across their product lines. You simply have to ask. Strange, QA1, Viking, Afco, Pro, Fox, Koni, Bilstein, JRi, Ohlins, Penske, Pro Comp, Ridetech, Chassisworks, Integra, and more. Any of them could probably hook you up with a custom length.

measure with a tape measure and some time spent with a shock catalog should net you what you need.

You're gonna have to measure it for custom shocks anyway. May as well see if an off the shelf application will work.

If I remember correctly Tim ran shocks from an Impala on the front of the red Valiant in order to get one that was short enough to work. Just a matter of taking the measurements and then finding someone on the phone who is smart enough (and willing) to find something that cross references.

I think the big component folks are missing here is that there is a huge difference between something that FITS your car and something that is TUNED for your car. Just because a shock fits doesn't mean it'll drive nice or work properly.
