I just had to freshen my motor do to a pin hole in my indy head that filled the engine with water, all I did was have it honed and I replaced the rings and bearings, thats it.i noticed when I was putting the vert bolts in the starter is not retracting.it bench tests fine.if I move the vert with a pry bar just a little bit the gear retracts.i don't recall noticing that before.

That is normal for a gear reduced starter. The gear won't retract until the engine starts to turn on it's own power.
