Are converters for a 400 with a cast crank balanced the same as a 440 with a cast crank?

Well I guess all BB with cast cranks are balanced the same, or use a neutral balance converter with a B&M flex plate.

Short answer: yes.

Even the harmonic dampers are the same, though they are marked for 400 cast crank only or for 440 cast crank only, maybe even for 383 cast crank only.

I have two, one from a 440 and one from a 400. I am having one rebuild... long story, anyhow the 400 converter is smaller in diameter.
