On drum brakes, if the drum is off and the brake pedal is lightly depressed, should both shoes move equally away from the wheel cylinder, or does the leading shoe just move? I know the rotational movement of the drum, if the car actually was moving, will transfer some braking energy to the secondary shoe.

Depends on which return spring is the strongest, the side with the weakest spring will be first to move when the pedal is depressed.

Thanks! On both of my rear drums the leading shoe is moving, and I just wanted to make sure there was not a wheel cylinder issue.

With self adjusters the side with the cable also has more resistance.
