I assume it works now but the pedal is just in the wrong location..
if so you can go about it a little differently.. move the lower
section up closer to the pivot... pull the pedal and cut the tube
below the pivot and shorten the tube and weld it back together.. set
it up so your foot is comfortable and make sure it will pull the
throttle enough... it should pull enough because your changing the
ratio to be more

its a lot easier to weld it while on a bench
Right now, my foot can not sit on the floor due to height of the pedal, if I was to shorten it, it would only make matters worse.. But its something I didnt think about.. maybe I can build a platform for my foot to rest on...
See if you can do 1 of 2 things... if you change the angle of the
lower section of the pedal will it get your foot closer to the floor..
or move the fire wall mounting point lower so your foot will rest
on the floor.. but if you lower the mount point the linkage might
be in the wrong location and hit stuff.. in that case you can lengthen
the upper side but that might make the ratio real fast... is the
hard linkage a must in your class.. if not then a cable throttle
will work
EDIT
Usualy with that style of pedal being so straight it moves your foot
way out away from the firewall and its up.. if you bend it so its
closer to the bottom your foot might work
