An ohmmeter is good for gross faults, but a load (running lights in this case) will be better.
I have also soldered the pins, be a smart move to do it anyway since it's out. Clean up the bare copper where things connect, slip in a bulb and holder then light it up. If you are feeling real picky you can use a hair drier to heat things up and see if it fails then.
