I have a 66-67 Plymouth Belvadere/Sattelite/GTX trunk lid and it has these small gilled air vents on the top of the trunk lid. There are about 4 raised gills that look factory as I can't see where someone modified it to put these in. There are 2 sets of these. They are about 2 feet from each other in the middle of trunk. Are these factory or what? Also, is the 66 and 67 trunk lid the same and will it interchange?

They are different, 66 has different (shorter and wider I believe) for the '66 reverse lights in the tail panel. You should be able to modify/cut either to work though.
And no that doesn't sound factory at all. Pics?

Yes, the guy who just bought it said that's how they did it with a special stamp tool. Mostly they did it on hoods. old hot rodders. Said he was going to fix it when he bought it.
